Import Project from Gitlab Export does not respect "Project path" selection

Summary

Importing a Project from a Gitlab Export does not respect "Project path" selection in the "Import Project" tab.

Steps to reproduce

• Create a new project (/projects/new)
• "Import Project" -> "Gitlab Export"
• Select a group in the Project path dropdown
• Import project

What is the current bug behavior?

Regardless of your group selection, the project is imported to your username's group.

I've discovered you can make it work by first selecting the appropriate "Project path" in the "Blank Project" tab, and then going to the Import project tab. It also works if you use the "New Project" button from an existing group page.

What is the expected correct behavior?

It should respect the Project path selection.
