Reconsider placement of email new issue to project anchor

There is currently an anchor link that pops open a modal on the bottom of the issues list telling the user how to email a new issue to a project. This seems like strange placement for this action. Consider removing this from the bottom of the issues page, maybe brainstorm more relevant locations if it is important to include in the UI and not just docs.
