Create Group Export UI

Goal

To create the functionality to export Group data from the GitLab UI. This should behave in the same way as the existing Project export.

Scope

  1. The group owner can:
    • Visit Group > Settings > General > Advanced and trigger a group export
    • Return to the same location and click Download Export when the export is complete
  2. The copy on the export page reflects the exported data for group export

Out of Scope

  1. Emailing the user when the export is complete - this will be completed in #211806 (closed)
  2. Changing any of the data that is exported
