Update Code Quality docs use cases
Problem to solve
There are some gaps on the documentation in spelling out the use cases for Code Quality and what kind of data a user will get from the feature in varying places like when the Merge Request widget will show up and when it will stop working and where the data for the full report comes from.

Proposal
- Update the format of the Code Quality docs page to call out each feature, the problems it solves and steps/expectations for how to make that work.
