Rename feature to "Forward deployments"

We have a new ~"devops::release" feature introduced in 12.9 by #25276 (closed). Throughout issues and MRs we refer to it by "Forward incremental deployments", but the UI says "Skip older, pending deployment jobs" as well as the docs.

Proposal:

Change both the UI and the docs to rename the feature to "Forward incremental deployments" or "Forward deployments", as follows:
