Backend: Create a reaper job to delete annotations older than 14 days

Summary

As per the initial investigation to figure out the best way to store annotations #205091 (closed), it was deemed essential to have a job that would delete annotations older than 14 days.

The retention policy of 14 days will eventually be configurable.
