Frontend: Fetching annotations per panel in the monitoring dashboard

Summary

The initial version of annotations was to fetch annotations associated to the monitoring dashboard. In this version, each panel should fetch annotations associated to it and display in the chart.

Before this issue is worked on, each panel should have a unique panel_id #210286 (closed)
