Milestone start and due dates are off-by-one on edit page

Saving the form will result in the list showing "Mar 7, 2017—Apr 20, 2017", and the form showing "2017-03-06" and "2017-04-19". Every save on the edit form will decrease the dates by 1.

This is probably timezone related; mine is CDT (GMT-5).
