Improve discoverability of Advanced Global Search

Problem

In environments where Advanced Global Search isn't enabled for the entire instance (GitLab.com for example) - discoverability of the enabled features is a challenge. In order to use Advanced Global Search users must first navigate to the /search page and then scope the search to their group. This means that using things like the top bar or other ways in to search aren't efficient until properly scoped.

Proposal

We should look to improve discoverability or make smarter default decisions around which scope users should be in.

Option - automatically default all searching to Advanced Global Search enabled groups if the user is a member of one.

• Concern: What if user is a member of multiple groups.

Option - UX improvements to make it more clear how to access this?
