Allow pre-populated "New Issue" from Milestone page

When creating/viewing a Milestone, there's no quick way to add or create an issues related to that milestone.

With a young project / small team / migrating to GL; we find it's common to be creating Issues, Milestones & Epics at the same time.

To improve workflow it would help to be able to create Issues against a Milestone.

Proposal

Add a "New Issue" button to the "Milestone" page https://gitlab.com/groups/{project}/{path}/-/milestones/{milestone:id} which pre-populates {milestone:id} in the new Issue.

Requires permission to create Issues.

A smoother workflow, resulting in a fall in recorded navigation between Milestone page and Issues page.
