Group for access to issue tracker, no license necessary

Description

Query from customer:

It wouldn't be a problem for us to purchase EE licenses for our 15 people of staff, but we are planning to open up our issue trackers for clients (about 100-200 external users) which would also require an EE license. I cannot understand this part of the licencing agreement since I'd expect “external users” to be somehow “outside of the organization” – like our customers.

Proposal

A new group that gives access to only the GitLab issue tracker and that doesn't apply any individual license restrictions.

  1. Purpose: If a company builds an application or creates a project that many customers depend on then it may be necessary for those customers to create and track issues in the GitLab issue tracker.
  2. Solution: Feasible to do this via permissions with a new group?
