Align header and subtext spacing on license and dependency pages

Problem

The header and subtext spacing on the dependency list and license list are slightly different.

This is on the dependency list, but not on the license list: .mb-1, .my-1 { margin-bottom: 0.25rem !important; }

Solution

Align license list header/subtext spacing, same spacing as seen on the dependency list
