Move issues in bulk

Description

EE-only: create a way to transfer issues in bulk from a project to another.

Proposal

From a project's issue tab, select multiple issues. Among the existing options, have a new one "Move to", to move that bulk of issues to another project.

Use the same permissions we have set to move individual issues to another project.
