Replace inline SVG icons with cacheable SVG files to prevent very large, slow-rendering HTML on MRs
Description
We have seen that in larger merge requests with a lot of discussion, a merge request's HTML can be in excess of 5 MB, 1 MB of which is entirely taken up by the same endlessly repeated SVG icons. In our example we see 2430 inline SVGs, mostly the same three button icons, each of them around 400 bytes.
Proposal
Replace the inline SVG with SVG files that can be used by reference and thus cached by the browser, hopefully making page loads faster and more efficient.
