Add access restrictions to CI/CD views

Description

I would like to restrict users access such that they cannot see the CI/CD options. The setting would be the same as what's provided for the Wiki/Issues etc.

Setup:

Public Group Public Project Restrict Repo access to members Restrict Issues to "Everyone with Access"

A gitlab user can still access the CI/CD screens which might expose sensitive information when what we want is only a public issue tracker.
