Design comments: Text wrapping behavior

The text wrapping in design comments is strange in some situations. I'd like to explore how we can adjust this given the limited space on design comments.

Proposal

The comment text will left-align with the user's avatar. The time when the comment was made will move down to the second line like issue comments. Then we will have room for the username next to the user's full name.
