Make Issue Comments Easier to digest

I've been looking into this issue for a long time. It's really hard to grok a big issue.

We could implement 2 things that would make this process a lot easier.

1. Pinned comments, which is something that has been mentioned many times before. (I know I made one, but I can't find it right now).
2. Minimizing old comments in chunks to be expandable (which I know I made an issue before too, just can't find it either).

Once an issue gets past n number of comments the comments should start collapsing. Rending from the server should including a collapsing component in the JSON. But not the comments themselves, which will make comments render faster.

Other than age I don't have a good way to figure out importance other than pinning for right now.
