Issues count badge can show -1

Summary

The Issues badge in the menu on the left can show (-1) count. There cannot be negative count of issues.

Steps to reproduce

  1. Create a fresh project
  2. Send yourself a customer support request to the Service Desk.
  3. -- Note the Issues badge shows (0)
  4. Open the support request and Close the issue.
  5. -- Note the Issues badge shows (-1)

What is the current bug behavior?

The Issues menu item can show a badge with negative count.

What is the expected correct behavior?

The Issues menu item should show a badge count of 0.
