Design comment: Emoji support w/ autocomplete
Problem
When writing a comment on a design, user's expect the same behavior that we give them in comment inputs under issues or MRs. Currently, we don't support emojis or emoji autocomplete.
Solution
Add emoji support and emoji autocomplete to design comments.
