Consider JSON logging for import/export tasks

The following discussion from !26100 (merged) should be addressed:

    Maybe we should default the logger to a file like import_export.json.log in json format instead of STDOUT so everyone can track problems in Kibana.

    Anyway i think this can be done in a follow up issue.
