Replace 'issue-external' icon with 'external-link'
Problem
The current issue-external
icon is unnecessary when we already have an external-link
icon. Both are effectively linking to something external, so this will streamline the icons in the UI.

Regarding
issue-external
, keep in mind this could be visible right next to the Issues icon. See screenshot below. I think the gear was initially added because of the external issue tracker is configured through the project integration settings. The same icon is also used for external wiki but that's a different issue. These could eventually use something like an arrow as seen in the external link icon, right?
Solution
Replace all instances of issue-external
with external-link
. In a future issue in the SVG project we can then deprecate issue-external
, thus making the UI more consistent, and keeping the icon library clean and up-to-date.
