Link the doc and describe what is wrong with it.

The page https://docs.gitlab.com/ee/api/todos.html seems incomplete without information on how to create a todo.

I would like to suggest a section titled "Create a Todo" that explains Todos must be created in the context of an issue or merge request and so one of those APIs should be used to create a todo.
