Create the Self-Monitor Project by default for new GitLab installs

Problem to solve

Today, for good technical reasons, we require upgraded instances of GitLab to manually activate a Self-Monitor project (well they need to click a button to do so). Fresh installations of GitLab shouldn't require that same manual creation and should create the project by default.
