Improving MR review process, adding required review information to MR template

Problem

Especially for CI/CD features it is quite hard to review them when not knowing how to summon up the information/states needed in order to correctly verify if it has been implemented correctly.

Proposal

Edit the MR templates to always include a section where the dev will need to put in this information when it will probably be harder to review otherwise.
