Refactor branch protection select to use Pajamas component

Summary

I think we could improve the branch protection selector. The options are very information dense. It's difficult to get the gist of it and to read in full.

With the Pajamas Dropdown component we can display HTML in the options to highlight certain text in order to improve readability.
