Show Web IDE Button on empty repos

Show the Web IDE button on empty repos. If the repo is empty, you can't easily access the Web IDE. It's possible to go there modifying the URL, or first creating a file. But I think that should be unnecessary

Add the "Web IDE" along with one of these buttons if the repository is empty.
