Offline viewing (and later - editing) of issues

Yesterday my work was blocked because instead my Gitlab issues I saw 503 error. Shit happens. But you can implement offline for browsers. For MVP - ability to view issues, next phase - ability to edit them, on-line local changes will be synchronized with backend.

Also useful when no connection on the user machine.
