Currently forking is not allowed to namespaces where the Developer + Maintainers setting is allowed to create projects.

Allow forking to namespaces where the Developer + Maintainers setting is allowed to create projects.

This is a follow-up from an MR to "Reduce number of fork targets for GMA" (!24698), per a comment from @ifarkas:

Does the case also handled when allowed to create projects setting is set to Developers + Maintainers? I think it is but can we add a spec to verify? In that case developer_group should also be matched.

@pshutsin can you tell us more about what you think the priority should be on this?

@djensen Personally I find current behavior to be weird, however I might miss some edge cases. From technical point of view this issue is easy to do (one line of app code + couple new tests), so if proposed behavior is desired I think we should do it while we are not far from forking "theme".

Okay, let's consider it for ~12.9 if we end up having a little extra capacity near the end of the milestone.
