Release Progress on Executable Runbooks

User story 3
As a Release Manager, I want to manually provide the number of tasks in the Runbook related to my release, so that I can inform the progress of my release to people.
- While creating a release using GitLab's UI, user sees a
Links
option in the form. - When selecting the type
Runbook
for a link, user should be able to enter information about the tasks in the runbook that relate to the release completeness. - User should be able to enter:
- Total number of release tasks in the runbook.
- Number of completed tasks in the runbook.
- The field is optional.
- A helper element should be displayed in the UI to inform users how to work with Runbooks in releases, and it should point to a documentation page.
- After successfully creating the release item, the information with the progress of tasks in the linked Runbook should be displayed in the newly created Release item (view page).
Notes:
- The information rendered in the release page should specify the tasks progress per link (Runbook).
- I added the field as optional because of the assumption users can decide to add a link but then come back later to manage the tasks.
