Mark issues as blocked even without a corresponding ticket

Problem to solve

An issue might be blocked by external forces (an bug upstream not tracked on the same instance). It would be nice to still be able to mark these issues as blocked.

Intended users

• Parker (Product Manager)
• Delaney (Development Team Lead)
• Sasha (Software Developer)

Proposal

• Add /blocked and /unblocked commands which can take no issue number.
• Add a tickbox somewhere in the right panel.
