Registry tag with invalid Created field

Summary

On /container_registry, tags with a null created_at field will always displays "less than a minute ago" in the "Created field", which can be confusing

Steps to reproduce

Go to the /container_registry page, where there is a tag whith a null created_at field

What is the current bug behavior?

"less than a minute ago" will be dislayed forever

What is the expected correct behavior?

Empty value
