Backport ExclusiveLease changes from EE to CE

EE has an additional method try_obtain_with_ttl, this method should be backported to CE so we don't run into merge conflicts (e.g. in https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/16230 this was the case).
