Add project stars tooltip and change project/group visibility tooltip placement

The following discussion from gitlab-ce!15980 should be addressed, specifically adding a tooltip for the project stars and changing the project/group visibility tooltip placement from left to bottom.

There's no problem with changing the tooltip placement, as the text will reflow. However, there's a problem with the alignment of the tooltip with the icon, they're not centered:

    @kushalpandya there are still some tooltips with top or left placement, which should be bottom:

    • project/group title: image
    • project/group visibility: image

    Additionally, if possible, please add “Stars” add a tooltip for projects' stars stat: image
