Rely on Bootstrap opening the "create branch" modal in the Web IDE

The modal for creating new branches in the Web IDE maintains its state (visible or hidden). After https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/16189 has been merged, the same is possible via data attributes (or jQuery if necessary).
