Submit Issue button should be disabled while uploading attachments or you end up loosing them

Steps to reproduce

  1. Create a large animated GIF
  2. Create a new issue.
  3. Drag and drop GIF.
  4. Click Submit Issue button before the upload completes

What is the current bug behavior?

The Submit Issue button is not disabled. See Github for a comparison.

What is the expected correct behavior?

The Submit Issue button is disabled. Bonus points if you say "uploading" to provide the user feedback why the button is disabled. Save Changes should also be disabled on edit.
