Clarify permissions for group-level project templates

The doc https://docs.gitlab.com/ee/user/group/custom_project_templates.html#set-up-group-level-project-templates now lists that users must be group owners to configure project templates.
The remaining work here is to add a new row to the table in https://docs.gitlab.com/ee/user/permissions.html#group-members-permissions with "Configure project templates" and a checkbox for Owner.

This document describes group-based project templates. It does not specify whether maintainers or owners are allowed to configure this feature.
In the "New Project" UI on Gitlab, it says "They are enabled from a group’s settings page. Contact your group’s Owner or Maintainer to setup custom project templates."
In the EE Permissions matrix here, at the group level, the closest thing to "templates" is "Edit Group", which is only granted to Owner.
Clarification on this document, or correction in the New Project UI, would be appropriate.
