Hide issue and merge request nav items from group navigation when all projects have them disabled

Description

Hide the issues and merge request tabs from the group page when all projects have them disabled.

Proposal

If all projects in a group have issues or merge requests disabled, we should hide the tabs from view on the group page. Buttons to add new still exist and can lead to some confusion.
