Importing from Gitlab.com not perfect and can not be used

Description

I can not make the import of projects from GitLab.com to my private Gitlab instance. There are a number of problems that are critical and that must be addressed in order for imports to be considered successful.

It is a great pity that we can not migrate to our instance until these problems are resolved.

Proposal

Problems:

Comments are written to the body of the issue as text. Comments should be imported as is (full copy with time reference and users).
All users and assignments to issues must be imported identically.
All assigned labels on issues must be imported identically.
