Sort issuables by title

Description

We are using 10.2.4. When using the issues list or the merge requests list, we often have to scan through the list to find a particular entry. This process would be less painful if the list could be sorted by title in alphabetical order. I am actually surprised that the functionality isn't already there.

Proposal

Add "Title" option to the "Sort by" drop-down box on issues list and merge requests list.
