Add release notes link in the Admin view

Description

We have customers who do not read the release notes before upgrading, leading to support requests for problems that could have been avoided if they had read the release notes in the first place.

The only places where we talk about what changes on each version are the blog post and the changelog.

We can't display something on the CLI to make them aware of the blog post explaining the changes. If customers are not reading the blog, we should try to find a way to point them to the release notes before (or right after) they've upgraded.

I propose to add a link to the release blog post on the Administration panel, replacing the current version check (see screenshot below).

That way, no matter what, administrators will be able to navigate to the blog post, as usually, after an upgrade (or before upgrading) they would go to the administration panel to check the version.

Proposal

Version checks is done today by pinging version.gitlab.com.

  • We would need to add to the Version object, on version.gitlab.com, a field to point to an URL. This URL would be a blog post most of the time.

Changes on GitLab admin panel:

  • Add a link inside the version check box
  • When the box is green, no link should appear.
  • When the box is orange or red, indicating that we need to update, the button could be a link to the blog post.
