Clear runner cache from the Settings > CI/CD page

Description

Note: This issue is an improvement of https://gitlab.com/gitlab-org/gitlab-ce/issues/41249.

Clearing the runner cache is done using a button in the pipeline list page. We can implement also a proper setting in Settings > CI/CD to accomplish the same task.

Currently that page is only accessible to maintainer and owner roles as is the ability to clear runner caches. We have unblocked this issue on #19828 to deliver the cache reset functionality on the settings page.
