Add ability to toggle visibility of confidential issues in issues list

Sometimes we are in situations (eg. a demo) where we want to demonstrate something on gitlab.com using our gitlab account that requires navigating to the issues list. Our issues list sometimes contain confidential issues that we do not want the public to see. It would be nice to have a profile setting that would allow users to toggle the visibility of confidential issues in the issues list.
