Add Catalan as an available language

I wanted to select catalan from the list of languages in gitlab, but it doesn't show (I've counted 22 different languages), the issue is present both in gitlab.com and the selfhosted install on 12.7

Is there any threshold required for the language to be included? Catalan is currently at 10% but for example Galician that is also included is at 6%.
