Remove unneeded flags from Capybara headless Chrome config

According to Eric Bidelman at Google, the --no-sandbox flag is not necessary if you set up a user within the Docker container. Also the --disable-gpu option is not necessary on Linux, so perhaps we can auto-detect this and disable the flag in CI.
