Fadeout obscures click target

In Merge Request view, if the sub-tabs are too long, we fade out the tabs on the right, and enable horizontal scroll. But the fading covers part of the tab click target, making it less usable. I expect to be able to click on the words even though their faded, but instead I have to scroll before click on it.

For that matter, I want the > to be clickable itself to scroll for me, so if I clicked on the faded part, and the result was that it scrolled so now the word was clickable, that would probably be acceptable. Or the faded part would just click through to the words and the > itself would scroll. Either way. This is especially problematic on mobile.

Also, horizontal scroll only works on the full words, so if the mouse (or finger) is above the faded part or the >, then scrolling appears to not work.
