Enhance design of the project-tag page

Description

When writing release notes for project tags, the https://.../<project>/tags page can become very difficulty to reed. E.g. look at https://gitlab.com/ensc/test/tags; there the heading of the notes are very dominant and the seem to contain the next release. E.g. it appears that "release-2" is part of "Release 3".

The buttons (download, edit, delete) are centered vertically, which increases this effect.

The horizontal lines (which give correct information about the structure) are too thin to be seen/recognized.

Proposal

  • indent the release notes
  • align the tool buttons at the top
  • use other CSS to make the release notes less dominant
