Define ordering of Boards

Description

As an admin of a project's Boards, I want to be able to define the ordering of the boards in the combo box, so that they have a logic order for my purposes.

Proposal

• Under the "Edit Board" provide a setting for the position of that Board in the combo box ordering of Board choices.
• The first board in the ordering would be the "default" board that is shown when e.g., https://gitlab.com/gitlab-org/gitlab-ce/boards was hit
