Add Applications API for User applications

There is an API for Applications but it is only implemented for Admin users: https://docs.gitlab.com/ee/api/applications.html.

Please add the ability for an individual user (non-admin) to create, update, delete, etc. their own Applications like they can on this page: https://gitlab.com/profile/applications

I work for the new Truist Financial Services and we are trying to automate a few things and could really use this in the API.
