User preference to disable keyboard shortcuts

In !18782 (merged) we add keyboard shortcuts toggle switch.

This should also be added as a user preference. This should sync with (or replace) the toggle switch that was added to the Keyboard Shortcuts help menu.

When shortcuts are disabled the ? icon in the top right Help Menu should be hidden.
