Investigate increase memory/CPU load of Rails.application.recognize_routes

We need to investigate the need for https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/15504 in more detail. I suspect Rails.application.recognize_routes may be fast. However, under load, it can cause significant CPU/memory usage due to our complex routing rules. We should confirm this and see if there's a way we can improve.
